Lieutenant Colonel Michelle M.E. Garcia, Army, Retired

LTC Garcia joined the Armed Forces Insurance Board of Directors in July 2021.

LTC Garcia hails from Gunnison, CO and was commissioned into the Corps of Engineers through Rider College ROTC in 1992. She held a variety of command and staff positions in combat, construction and USACE Engineer units and served on brigade, division, corps and theater army staffs. She has five deployments to Africa, Eastern Europe and the Middle East. LTC Garcia and her family lived in Germany for nine years during her career.

LTC Garcia retired in 2017 and is now a leadership instructor at the Command and General Staff College (CGSC). LTC Garcia started the Women’s Support Network in 2019 to link women who are students in CGSC with women who are graduates or current members of Army University. When not working, she enjoys spending time with her husband and family, golfing, gardening, and being active in St. Paul’s Episcopal Church.

LTC Garcia received a bachelor's degree in Biochemistry from Rider College and a graduate degree in Information Systems Management from Central Michigan University. Her military education includes the Engineer Officer Basic Course, the Field Artillery Officer Advance Course, the Command and General Staff Officer Course and Advanced Military Studies Program where she earned a second graduate degree in Military Arts and Sciences from the School of Advanced Military Studies (SAMS). LTC Garcia is a certified Project Management Professional (PMP).
